Strengthening Representative Democracy Through Evaluation of Congressional
and State Representation Ratios
By the authority vested in me as President for a Day, I hereby order the following:
Section 1. Purpose.
The United States House of Representatives has been limited to 435 members since
1929 despite nearly a century of population growth. This stagnation has diminished the
original constitutional intent that each Representative serve a relatively small
constituency, leaving many citizens underrepresented and disillusioned. Effective
government requires that Representatives remain close to the people and responsive to
their needs.
Section 2. Policy.
It is the policy of this Administration to restore proportional representation in the House
of Representatives to better reflect the will of the people, strengthen democratic
participation, and enhance the balance between urban and rural voices across the
nation.
Section 3. Action.
(a) I hereby call upon Congress to enact legislation revising the apportionment of the
House of Representatives to provide for one Representative for every 100,000 persons
as determined by the most recent census.
(b) I further call upon the Governors and State Legislatures to review and adopt a
similar standard for their State Houses, setting representation at approximately one
Representative per 30,000 residents.
(c) The Attorney General, in consultation with the Secretary of Commerce and Director
of the Census Bureau, shall provide a report to Congress offering legislative
frameworks, redistricting guidance, and constitutional justifications for these changes.
Section 4. General Provisions.
Nothing in this order shall be construed to impair or otherwise affect authority granted
by law to executive departments or the functions of Congress and State Legislatures.
Section 5. Government’s Commitment
By issuing this Executive Order, we reaffirm the government’s commitment to
transparency, accountability, and fairness in serving the people of the United States.
These reforms will foster a more dynamic federal workforce and ensure that employees at all
levels remain responsive to the nation’ss evolving needs.
Section 6. Effective Date
This Executive Order is effective immediately upon signing and shall remain in force
until Congress or the Executive Branch takes further action to advance the goals outlined
herein.
