Executive Order on Innovative Change: Food & Sustainable Shelter—Luxury on a
Shoestring Budget

By the authority vested in me as President for a Day, I hereby order the following:

Section 1. Policy
It is the policy of the United States to promote sustainable, equitable, and affordable
living. This order directs federal agencies to support programming that increases
community-based food production, water conservation, and environmentally responsible
housing. The order incentivizes private sector participation and leverages volunteer
professional expertise in design and construction to create healthier, more resilient
neighborhoods.

Section 2. Community Food and Water Initiatives
(a) The Department of Agriculture (USDA) and the Environmental Protection Agency
(EPA) shall, in coordination with state and local governments, facilitate the establishment
of community gardens and rainwater harvesting systems in every neighborhood where
feasible.
(b) The USDA and EPA shall publish technical guidance and provide grants for
community projects focused on food production, water storage, and conservation.

Section 3. Sustainable Building Standards and Support
(a) The Department of Housing and Urban Development (HUD), in consultation with the
Department of Energy (DOE), shall promote the use of high-quality materials sourced
from the earth or recycled supplies to insulate homes, reducing energy needs for heating
and cooling.
(b) HUD and DOE shall pilot programs in under-resourced communities to demonstrate
the cost savings and sustainability benefits of such practices. These programs shall
recruit architects, engineers, and building professionals, operating under an open-source,
volunteer framework, to develop and publish design resources accessible to the public.

Section 4. Incentives for Donations and Private Participation

(a) The Department of the Treasury shall, in coordination with state and local tax
authorities, develop guidelines for property tax reductions for companies donating solar
panels, lighting, or other building materials or expertise to these sustainable projects.
(b) Companies providing significant donations of qualifying goods, expertise, or funding
may receive property tax reductions proportionate to their contributions, as detailed in
forthcoming Treasury regulations.

Section 5. Interagency Sustainability Innovation Council
The Secretary of HUD shall convene a Sustainability Innovation Council, comprising
representatives of the USDA, EPA, DOE, Treasury, and other relevant agencies, to
coordinate, monitor, and report annually on the effectiveness and expansion of these
initiatives.

Section 6. Government’s Commitment
By issuing this Executive Order, we reaffirm the government’s commitment to
transparency, accountability, and fairness in serving the people of the United States.
These reforms will foster a more dynamic federal workforce and ensure that employees at all
levels remain responsive to the nation's evolving needs.

Section 7. Effective Date
This Executive Order is effective immediately upon signing and shall remain in force until
Congress or the Executive Branch takes further action to advance the goals outlined
herein.
